Permesso di soggiorno in Milano: Questura offices, bookings and collection (2026)

Checked against official sources · 28 October 2026

In short: the Ufficio Immigrazione is at Via Montebello 26 and you can only get in with an appointment: the convocation letter from the post office, a PrenotaFacile booking, or a later convocation from the Questura (for example to complete your file or collect your card). Ukrainians with temporary protection: see the exception below. Walk-in information is at Via Cagni 15. Four Commissariati in the province also handle some permits.

Who this is for: non-EU citizens who live in the province of Milano. EU citizens do not need a permesso di soggiorno. For the steps that are the same everywhere, see what happens after you send the permesso kit.

The two offices in the city

Office What it handles
Via Montebello 26 (Ufficio Immigrazione) Appointments only, Monday to Friday 8:00 to 17:30 in time bands: fingerprints and identification, and PrenotaFacile bookings, 8:00 to 13:00; requests to complete your file, 11:00 to 15:00; card collection, 14:30 to 17:30
Via Umberto Cagni 15 (branch) International protection (asylum), and information for people without an appointment

Entry to Via Montebello follows the day and time on your convocation letter from the post office or your PrenotaFacile receipt. You must keep to that day and time. The hours are on the Questura's offices and hours page.

Exception for Ukrainians with temporary protection: Via Montebello has 3 dedicated counters, Monday to Friday 8:00 to 12:00 (see the Questura's "Emergenza Ucraina" page).

Walk-in at Via Cagni is for information only. To apply for asylum you need an appointment through an association (see below).

Postal kit or PrenotaFacile?

Under the national rules, most first permits and renewals (for example work, family, study and long-term permits) are applied for with the postal kit at a Sportello Amico post office, not on PrenotaFacile (see the 90-day renewal rule). The post office gives you a convocation letter with the day, time and office of your appointment.

The Questura di Milano uses PrenotaFacile (prenotafacile.poliziadistato.it) for permits not filed by post. Its service list was published in 2020 and is still linked; later pages confirm some items. It includes:

  • the Carta di soggiorno for family members of EU citizens (issue, update, duplicate);
  • medical treatment and pregnancy permits;
  • assistance to minors (art. 31 c. 3);
  • the first electronic permit after a positive asylum decision, and renewals, duplicates and conversions of subsidiary and special protection permits;
  • travel documents for refugees and stateless people, and permits pending appeal;
  • UK citizens covered by the Withdrawal Agreement, and their family members.

For pregnancy and medical-treatment permits (and provisional permits), residents of some towns go to a Commissariato instead (see below).

Check your booking receipt. The Questura warns that if the phone number or the permit details on the PrenotaFacile receipt are wrong, the appointment will not be active.

Old paper cards (carte di soggiorno) for family of EU citizens stopped being valid on 3 August 2023. You update to the electronic card by postal kit or by a PrenotaFacile appointment. The Questura says you can do this yourself and do not need help from any third party.

Asylum and protection

  • First asylum request: you can no longer register yourself on PrenotaFacile for this (since 17 July 2023). Associations on the Questura's list (updated 2 September 2026, attached to the Questura's asylum booking page) register you by appointment. Bring an identity document, or a copy or photo of it. If you have no document at all, bring 2 passport photos. Appointments can be at Via Cagni or, since 17 April 2024, at the Commissariati of Sesto San Giovanni, Cinisello Balsamo, Rho-Pero and Legnano.
  • Vulnerable applicants living in the Milan area: people over 60 (with an ID showing their age) and women (pregnant women first, with a certificate from a public health facility) can go through the AVSI Hub, Viale Monza 79, in person or by phone at 351 5735567, Tuesday to Thursday 9:00 to 12:00. Other vulnerable people can write to the PEC below with the subject "4^Sezione rifugiati. Richiesta appuntamento per soggetto vulnerabile", attaching documents that show the vulnerability.
  • Renewal of the asylum-seeker permit: you get the next appointment when you collect your permit. If your permit was lost or stolen, write to the PEC below with "RINNOVO/DUPLICATO RICHIESTA ASILO" in the subject, attaching a copy of the police report (denuncia). Requests without the listed attachments are ignored.
  • First permit after a positive decision: book on PrenotaFacile, or, if you live in the Milan area, since 28 April 2025 email the Comune's Milano Welcome Center at appuntamenti.protezione@comune.milano.it. Subject: "Richiesta appuntamento per rilascio permesso di soggiorno a seguito di decisione positiva". Attach copies of your paper asylum-seeker permit (even if expired), the Commission or Tribunal decision, and the hospitality declaration or residence certificate.

October 2026: on 13 October the Questura announced that, because of a national system outage, asylum applications could not be registered or formalised from 27 September, and existing appointments would be moved to another day. As of 28 October 2026 the Questura had published no notice that the system was working again. Check its news page for updates.

Commissariati in the province

For some paper permits (pregnancy, medical treatment, provisional permit), residents of certain towns go to their Commissariato instead of Via Montebello. This applies only to those permit types: for a postal-kit application, go wherever your convocation letter says.

Commissariato Address
Sesto San Giovanni Via Fiume 2
Cinisello Balsamo Via Cilea 30
Rho-Pero Via Nazario Sauro 13, Rho
Legnano Via Monsignor Gilardelli 1

The Questura publishes the list of towns for each Commissariato twice, in a PDF and on its Commissariati page, and the two lists do not match. We do not reproduce them here. If you live near one of these towns, check both, or ask the Questura.

Collecting your card

  • The national system says you will receive an SMS with the day, time and place to collect your permit.
  • At Via Montebello, collection is Monday to Friday 14:30 to 17:30, in the hour band of your convocation.
  • Some Commissariati also hand over permits, on set days. Go where your SMS or convocation tells you.

The Questura di Milano does not publish what to bring to collection, whether you can book a collection slot, or what to do if no SMS arrives. For those questions, use the phone line below. For what other Questure ask you to bring, see what happens after you send the kit, and to check whether your card is ready, see how to check your permesso status.

After the new card

If you are registered at the Anagrafe, renew your dichiarazione di dimora abituale within 60 days of the new permit (see the renewal guide).

Official contacts

  • Phone line of the Ufficio Immigrazione: 02 6226 5820 and 02 6226 5821, Monday to Friday 10:00 to 12:00, for questions such as the status of your file or a new appointment.
  • PEC (one address for everything since January 2023): dipps146.00p0@pecps.poliziadistato.it. Put the section in the subject: "2^ Sezione Autorizzatorio" for issuing and renewing permits, "4^ Sezione rifugiati" for refugees. If you are writing as a private person for information, put "Informazioni URP" in the subject.
  • For the Ufficio Immigrazione, older addresses on some Questura pages (from before January 2023) are out of date. Use the one above.

What we could not confirm

The Questura's pages do not say:

  • the opening hours of Via Cagni 15;
  • which permit operations each city Commissariato handles;
  • what to bring to collection, or what to do if no SMS arrives;
  • a current, consistent list of towns for each provincial Commissariato.

The Comune di Milano's own pages could not be checked for this guide.
