Permesso di soggiorno in Torino: Questura offices, bookings and collection (2026)

Checked against official sources · 28 October 2026

In short: most work and study permits, renewals, conversions, duplicates and updates in Torino start with the postal kit, including renewals of refugee status. Subsidiary and special protection, asylum seekers, the first Carta for family of EU citizens, the FAMIT permit for family of Italian citizens who have never lived in another EU country, medical treatment and a few other permits go through PrenotaFacile bookings. The Ufficio Immigrazione is moving to Via Val della Torre 3 (Santo Volto), so check the Questura's page before you go.

Who this is for: non-EU citizens who live in the province of Torino. EU citizens do not need a permesso di soggiorno. For the steps that are the same everywhere, see what happens after you send the permesso kit.

The office is moving: check before you go

On 31 August 2026 the counter in Via Ruffini 11 closed for good and moved to Via Val della Torre 3, at the Santo Volto. The new site was inaugurated on 30 September 2026. Two other counters, Via Dorè 3 and Via Botticelli 116, are still open, and the Questura says they will move to the Santo Volto by the end of the year, with notice to the public.

Any address on this page can change in the coming weeks. Before you go, open the Questura di Torino page "Permesso di soggiorno: sportello immigrazione, modalità di accesso".

Postal kit or PrenotaFacile?

The Questura di Torino publishes two official lists. Requests on the postal-kit list can only be filed by kit.

UK citizens and their family members (UK citizens renewing also choose "rilascio") PrenotaFacile

Spouse or family of an Italian citizen? If the Italian citizen has lived in another EU country and come back ("mobile"), your first Carta goes through PrenotaFacile. If they have never done so ("statici"), your permit is the FAMIT one, also on PrenotaFacile. An existing Carta UE is renewed by kit. The Questura does not say how a FAMIT permit is renewed, so check before you file.

PrenotaFacile (prenotafacile.poliziadistato.it) has been the Torino booking system for permits not filed by post since February 2025. You register, book, and get the counter, date and time. Access to these counters is by booking only. The Questura's flyer is available in English, French, Spanish, Arabic, Chinese and Russian.

Asylum. Since 4 December 2025, if you want to apply for international protection, you do not book the first step yourself. Partner organisations book it for you on PrenotaFacile: Croce Rossa Italiana (Via Bologna 171), Città di Torino Spazio Comune (Via Bologna 49/A), Pastorale Migranti of the Arcidiocesi (Via Cottolengo 22), ANOLF/CISL (Via Madama Cristina 50) and UIL (Via Bologna 11). Each has set days and hours, listed on the Questura's page.

First permits for family reasons. The Questura lists family permits under the postal kit as "renewal only", and runs an appointment service for family permit requests at Via Val della Torre 3 on Thursdays only, 13:00 to 16:00, until further notice. You go in person; no booking is needed. It was suspended on one Thursday in September 2026, so check the notices on the Questura's page. If you are applying for a first family permit, ask there or check the Questura's page.

If your file is incomplete at the appointment, the Questura sets a new appointment. You cannot bring an appointment forward, except for documented health or work reasons: the request goes by email to the Ufficio Immigrazione PEC (below), with the urgency in the subject line and the documents attached.

Outside the city: Ivrea

The only Commissariato in the province that the Questura lists with an immigration counter is Ivrea Banchette (Piazza San Francesco d'Assisi 3, Ivrea). It takes requests for issue, renewal, conversion, update and duplicate, and hands over permits, Monday to Friday 9:00 to 11:00, closed Tuesday. The Questura does not publish which towns belong to Ivrea. If you live outside Torino, check which office is yours by calling the Questura switchboard (011 55891) or the Commissariato di Ivrea (0125 233811). The other Commissariati on the Questura's list (Rivoli, Bardonecchia and those in the city) do not list an immigration counter.

Collecting your card

  • Kit applications: go on the date and at the time in the SMS the system sends you. The national rule is that the SMS gives the day, time and place.
  • All other cases: Via Botticelli 116, Monday to Friday 8:30 to 13:30. It is the only collection counter the Questura lists in the city, but always go where your SMS says.

The Questura di Torino does not publish what to do if no SMS arrives, or a list of what to bring to collection. You can check the status online (see how to check your permesso status) or ask in person at Via Val della Torre 3, which takes walk-in questions on pending files. For what other Questure ask you to bring, see what happens after you send the kit.

If you get a preavviso di rigetto

If the Questura notifies you of the reasons it may refuse your application (art. 10-bis, Law 241/1990), the law gives you 10 days from notification to send your observations and documents, so act at once. Extra documents are handled at Via Val della Torre 3. The Questura's page describes both a walk-in window and booking by email to a dedicated address, dipps184.0000@pecps.poliziadistato.it. A private email address is also accepted. For the email route, send one PDF with the receipt (postal, PrenotaFacile or counter), the preavviso and all the documents it asks for, and you get a reply with a day and time, which must be strictly kept. Incomplete requests, and questions sent to that address, are not dealt with. Read the Questura's current instructions before you go, and consider talking to a Patronato or an immigration lawyer.

After the new card: the Anagrafe

If you are resident in the City of Torino, you must renew your dichiarazione di dimora abituale with the Anagrafe within 60 days of renewing your permit, or you risk being removed from the residents' register. You can send the form by email to dimoraabituale.anagrafe@comune.torino.it, by PEC to Servizi.Civici@cert.comune.torino.it, or at any Anagrafe counter. If six months pass after your old permit expired without this, the City sends a registered letter giving you 30 days before it removes you from the register. If you live in another comune, ask your own Anagrafe how to renew the declaration (see the renewal guide).

Free help

  • Patronati in Torino help fill in the postal kit, as the Questura itself suggests.
  • The City of Torino's Sportello Procedure Informatizzate (Via Bologna 49/A) gives free information and help with first permits and renewals, the EU long-term permit and the kit for family reunification. By appointment: phone 011 011 29455, or go in person, Monday to Friday 9:30 to 12:30 or 13:30 to 16:30.

Official contacts

  • Questura di Torino switchboard: 011 55891
  • Ufficio Immigrazione PEC: dipps184.00p0@pecps.poliziadistato.it (used for urgent appointment requests and UK-citizen support)
  • Extra documents after a preavviso di rigetto only: dipps184.0000@pecps.poliziadistato.it
  • The nulla osta for hiring a worker from abroad and the nulla osta for family reunification are handled by the Prefettura's Sportello Unico (Via del Carmine 12), not the Questura: sportellounico.pref_torino@interno.it. Work permits themselves are renewed by postal kit (see above).

What we could not confirm

The Questura's pages do not say:

  • which towns in the province go to Ivrea and which to Torino;
  • what to do if the collection SMS never arrives, or whether you can book a collection slot;
  • where the fingerprint appointment for kit applications takes place, beyond the details in your convocation;
  • typical waiting times.

The page also still mentions renewals of Ukraine temporary protection "until 4 March 2026", which looks out of date. Ask the Questura for the current rule.
